		<description>First step, it seems, should be to allow people who already meet all of the requirements for the H-1B, and have a company sponsoring them, to get one (i.e. scrap the cap), or at the very least to make exceptions for law-abiding, highly-educated associate consultants, lest they flee to China and find lucrative employment as English teachers ;)</description>
